From 25 November 2025, section 65B of the Residential Tenancies Act 1997 (Vic) will require that, before advertising a property for rent, the owner or agent must hold a reasonable belief that the property meets all rental minimum standards.
This introduces new risks and potential penalties for both owners and agents. The Consumer Affairs Victoria (CAV) Taskforce is actively monitoring compliance using AI analysis of online property images, public reports, and on-site inspections.
With fines of $12,500+ per breach, advertising a non-compliant property poses a significant risk for agencies and owners who fail to prepare.
From 13 October 2026, agencies must also keep records proving a property met minimum standards at the time it was advertised or offered for rent.
